California Water Leaders to Convene in San Diego for ACWA Conference
This year’s conference will explore a range of timely topics, including the future of the Colorado River.

Public water agency leaders from across California will gather in San Diego next week for the 2025 Fall Conference & Expo hosted by the Association of California Water Agencies (ACWA). The two-day event, taking place December 3–4 at the Sheraton San Diego Resort, will feature a packed schedule of panels, presentations, and keynote addresses focused on the evolving challenges of water management in the Golden State.
This year’s conference will explore a range of timely and complex topics, including deep-sea desalination, the application of artificial intelligence in water systems, and the future of the Colorado River. Attendees will also take a closer look at how water agencies are navigating federal infrastructure funding and regulatory shifts.
Dave Puglia, President and CEO of Western Growers, will deliver the opening keynote on Wednesday. He’s expected to speak on the critical intersection of agriculture and water management, offering insight into the pressures and opportunities facing both sectors. On Thursday, Letitia Grenier, Director of the Water Policy Center at the Public Policy Institute of California, will headline with a keynote focused on long-term strategies for sustainable water policy.
ACWA represents hundreds of public water agencies that collectively deliver about 90 percent of the water used in California. Its biannual conferences serve as key gathering points for agency leaders, policymakers, and industry experts to share ideas and collaborate on issues that affect the state's water reliability and resilience.
