The award is given by the NAM -- one of the nation's largest and most influential business groups - to senators and representatives based on their voting records on key legislation affecting the manufacturing community. Its recipients have shown support for a pro-growth, pro-manufacturing, pro-worker agenda.

Reynolds represents the 27th District of New York state, which includes nine counties in the western part of the state. He was elected to Congress in November 1998 after having served in the New York State Assembly. The 50-year-old Congressman is a licensed real estate and insurance broker.

Members of Congress are notified of "Key Votes" used to determine eligibility for the award. Key manufacturing votes for the 106th Congress include permanent normal trade relations with China,tax cuts, trade expansion and e-commerce expansion among others.
